Imaging Device camcorder not found after laptop bootup

We have the SIIG JU-NPC012 combo (1394 + USB 2.0) laptop card
with the external AC power brick.

We use the card for connecting via firewire
to our Sony TRV120 digital 8mm camcorder for
downloading video.
However, we can only see the "Imaging Devices" in XP Device Manager
if we totally reboot the laptop with everything connected and powered up
:
ie -
The firewire card inserted into the laptop
AND the camcorder connected via the firewire cable
AND the camcorder actually powered on in VTR mode.

If the camcorder is NOT powered on, but later connected AFTER
the laptop is running - there is NEVER an Imaging Devices
found appearing in Device Manager

just a small update -
The problem appears on both of our XP/SP1 and XP/SP2 laptops

The camcorder does not initiate an "Imaging Device" in Device Manager
unless the camcorder is turned on & connected at bootup time.

After bootup, if I turn it off, it will change within Device Manager,
but then if I turn it back on (while connected all the time),
it never re-initiates an "Imaging Device" in the Device Manager,
and therefore you are sunk until you reboot the laptop.
