Which field first when making DVD?

I am new at all this stuff, but I do have a very good Panasonic 3CCD
camera, and would like to transfer some of the tapes to DVD. I have
imported and edited the tape in Premiere V6. That produced an 8.2Gb
file for 33 minutes. Next I used Nero Vision which produced a 1.9Gb
file, and Burning Rom to do the burning. I did end up with a viewable
video, but it sure could be improved on. One tape is of Balinese
dancers. Where they are relatively still, or only moving slowly, all
looks well; when they start moving fast across the stage the image is
jittery, if you'll excuse the technical term. I believe this is caused
by the compression to mpg2. I used the default settings in Nero Vision
which is to say "Automatic," whatever that may mean. But there are
other choices.
Quality can be... High, Standard Play, Long Play, Extended Play
Sample Format can be... Automatic, Progressive, Interlaced Bottom
Field First, or Interlaced Top Field First.
Encoding can be... Fast encoding (1 pass), or High Quality (2 pass
VBR) VBR????
I assume I should have used High for Quality, and 2 pass encoding, but
how about the Sample Format? Which of those choices should I go with
to view this on a PAL TV? Would they improve the motion? Is it
possible to change the degree of compression as can be done with .jpg
images since I'm not pressed for space on a DVD disk?
Any light shed would be much appreciated.
