Sure can. From the ADVC 100 manual:
Color Bar output
Press the Input Select button for three seconds to output color bars
from the analog output. Press the select button again to resume analog
output. Turning the unit off also returns it to normal output mode.

Well, that wasn't much of a challenge was it? When in doubt, RTFM.
Okay, so my follow-up question - is there an easier way to do this? With my Movie Maker method, I'm importing the video, moving the clips to the timeline, exporting to DV. Is there a way to just play an AVI video straight out through firewire?
Additional info: I did find a program that does exactly what I want but it works only for Mac. It's called SimpleVideoOut X
