advice please on new PC

I'm starting from scratch after 4 years of half-assed results from my
Dell 8200.
I'd like to buy a new desktop and I'm looking for the best tool for
capturing and editing analog video from old 8mm camcorder and vhs and
subsequently burning onto DVD + R.
My old Dell utilized a gadget called the dazzle for analog capture. Is
there any PC which can be purchased with analog inputs? The old dell
came with MGI videowave software for editing and sonic dvd burning
software. These both left me thinking there must be superior software
out there.
So, if you were shopping, what would be your ideal (mid-priced) system?
I'd like to spend under $3500 if that is realistic. Any thoughts you
have are appreciated.
