What your asking for is extremely difficult to answer, and depends on a lot of factors mostly of a 'look' or a 'feel' your looking for. The keywords that you used where "2d" and "animations".. Which makes me think of Adobe Macromedia Flash right off the bat. I'll provide a few links, but you'll have to research these to help you..

The other part would be Adobe After Effects, which is capable of doing just about anything you need.
