Actually here are a couple of video examples at the resolution you spoke of.
The first was encoded using the File Download 1Mbps DVD CBR with CD CBR
audio. The second was done at the VHS quality setting of 250kbps with CD
quality audio.

Both are pretty clean. If you were downsampling your original PPT slides to
400x300 this could be where you are getting the blurry look. I started with
400x300 frames.

Yes, whatever the "native resolution" of your project is
(according to your editing application software.)
