There should be no conjecture about this, or any question of what the user has. From his general explanation it is obvious that his VGA card can output either the desktop VGA or the video overlay through the S-Video output. Even the older ATI 9XXX model dual head cards have this function, as do the Matrox GXXX cards. Hell, most dual head cards would about the same anyway. With the older ATI 9700 cards you can not only add 720p and 1080i resolutions to the desktop manager.
Nearly every VGA card with S-Video output will allow you to have the card detect whether a TV is hooked to that output or not. Again, the ATI 9700 and Matrox G4XX & G550 cards are old as the hills and have support for the S-Video extended output to a television. Most VGA cards with S-Video output allow you to show the video overlay through that port to a television. You best output will be to use it in that manner rather than to output the entire desktop (or VGA as you referred to it) to the television. That is, unless you need or want to see the desktop on the television. Otherwise, the best output for viewing your videos will be through the S-Video output.

That is all likely true. But none of it actually adresses the
original question. As I understand it, the OP is asking which
of these looks better...
1) The Y/C ("S-video") output from his computer video card
into the Y/C input of his TV set.
2) The VGA output of his computer video card going into some
unidentified exernal converter gadget that outputs Y/C which
then goes to that same TV set.
Without knowing what this external VGA to Y/C gadget is,
we have no way of knowing which one will look better with
the OP's particular combination of hardware.
If the external conveter gadget is BETTER than the Y/C output
on his computer graphics card, then the external gadget will
look better. Else the Y/C from the computer graphics card will
look better. Simple as that. Can you guess what this external
converter gadget is? Can you also guess if it is better or worse
than his (also unidentified) computer graphics card? If you
can guess both of these correctly, you have the awe and
respect of all of us.
