Re: Stream TV from PC

I just wondered, if there is any kind of software out there, that allows to stream local tv (hooked up via a tv tuner) to a remote pc. I am traveling in Europe a lot, and it would be nice to be able to receive some local news via my laptop there. I'd like to use my desktop at my apartment (always on) as some kind of server. Ideally i would like to be able to remotely change channels and maybe even record shows.
Is there software to accomplish this?
Do I need a special TV tuner card?
