this statement is quite untrue. there are a ton of formats out there.
sometimes the NTSC resolution is 720 x 486 instead of 480. the
resolution of VHS isn't quite the same as the resolution of hi-8. this
rule of thumb you posed isn't even true across the board for DV.

The pixel sizes I quoted are the hard numbers for DV. You can read the official specifications if you wish. No amount of arm-waving will change them.
You also seem to be confusing digital image dimensions
with optical performance of the lens, pickup devices, etc.
This is a common mistake as the word "resolution" is
used for both.
