It's not that easy, there are always some differences for:
each encoder, each codec, each OS optimization, each playback
environment, the requirements of any editing, authoring, burning
software, ect...
There is a reason all those settings are made available. I find that
it's best to start with the defaults and then try and work out what
changes in the setting will correct or improve the results. Make
only one change at a time, then check the results. If you are really
serious you should keep notes that are keyed to result files, you keep
to make comparisons with. What I often do is name my test files
with the change I'm testing.
The usual settings of immediate concern are bit rate, image size (both
storage & display), aspect ratio, audio compression, interlace, motion
detection, Profile @ Level, and target quantization (as an alternate to
bit rate). There is also the major consideration of whether you want to
do a single pass encoding or a multi-pass encoding.
Once you have everything set right make a profile and/or write down
the settings that worked best. At some point in the future you will add
a driver, codec, or update that will impact on your encoding, it's good
to have a reference to the settings that worked before. This can be
especially true if you have to reinstall the encoder or your OS.
If you look at the Xvid encoder configuration it provides for "Quality
presets" but I don't see how you save the "User defined" as separately
named files. So you would need to write down your changes to the
default for each different profile you want to have.
Luck;
