Delayed video playback on PC

Hi,

I am looking for some Open Source or Free software to do the following
(on Windows or Linux):
-Continuously take real time video from a USB Web Cam and display it on
the PC, with a delay of 8-10 seconds
-Possibly record these sequences when required

The is needed for a sports application where a shot is executed and
then the athlete can watch their shot execution afterwards.
