Yep; it just wouldn't be practical.

Incidentally, the ancient Romans had some amazing aqueducts; I believe
the longest was almost 60 miles. Of course labor was cheap in those
days (perhaps they even used slaves), and I imagine they simply
confiscated any land they wanted to use. But it was an amazing feat of
engineering.

And with the energy required to move the water, you could desalinate sea
water in the west for a less cost. Especially with a couple of Nuke
plants.
