Every damn day cars with Fastrak transponders stuck to their
windshields (not the upper center area as specified by this law) go
pass Bay Area bridges without a second look from passing CHP patrols.
The OP was talking about a suction cup stablizer type device, not a
permanent attachment.
Sure, you can get away with it. You can get away with a lot of stuff
until the day that a cop decides that he wants to make a project of
making your life miserable.
Now, care to quote the wording in the statute that makes an exception
for "suction cup stabilizer devices"? While you're about it, if you're
so sure they're legal you might want to tell the manufacturers of such
devices as they seem to be laboring under the misconception that they
aren't and I'm sure that they'll be greatly relieved to find that they
can sell them in California after all.
