I have often seen them type in the DL information and assumed that there
was a server off in Malaysia checking files.
Oh they type the stuff in to the computer , it appears on the
rental agreement and there is a publically available list of
suspended or cancelled driving licenses available in the
US and they may check that. This database is the only one
held at national level and contains only the name, date of birth,
gender, driver license number, and reporting State.
All other date is held on the State's own system. Thus to
check for detailed driving offenses the rental company
would need to hook into 50 (different) databases just to
provide cover for the USA.
Under Federal Driver's Privacy Protection Act (1997)
a private individual or corporation may only access a
drivers record if the driver provides written consent
for this to happen and of course they have no access
to foreign databases. Even the law enforcemant agencies
have to follow agreed interpol procedures to get that
information.
