As PeterL noted, you'll want to rent a car.
The Channel Islands off of Santa Barbara are rated as one of the top 10 dive
sites in the world. Boats leave Santa Barabara every more for day trips (I
like Ana Capa and Santa Cruz). You'll find wonderful kelp forests, seals,
dolphins, rays and other marine life -- really fun diving. Best thing to do
is call a local dive shop and sign up with them. If all else fails, Sports
Chalet, a local sporting goods chain, has a dive shop in each of their
stores and runs day trips.
