Yes. Natural selection is a slow process with animals that have long
reproductive cycles.
What about natives of
the High Andes, who can breathe comfortably at altitudes where the air
is so thin your average lowlander finds himself panting for breath after
walking only a few paces?
Tests show that they are still deficient in oxygen, only by somewhat less than
recent visitors. People who move there will gradually improve somewhat in
their ability to stay oxygenated, and those who move away from there will
regress to normal.
Even skin color is largely a result of geography ...
Skin color is pretty trivial, highly variable, and changes over thousands of
years at best.
