That is generally true. Metastatic cancer is much more difficult to
eradicate than primary cancer, unless the metastases are very limited
(but by their very nature they can be difficult to track down).

This is one reason why doctors hesitate to say "cured" for cancer,
even though many cancers are unquestionably cured. It's also why they
wait five years or so before declaring a cure or "complete remission"
(metastatic cancers very rarely present more than five years after the
primary cancer is eradicated).
