I don't understand the shock!horror! "Avoid Austria, you have to pay for a
sticker!" But they're quite happy to accept the tolls on the French and
Italian motorways.

I think there's the psychological issue of paying the same fee
for a pass for 20km, that you could (reasonably) use for 400.

This is especially true of the swiss pass where there isn't (or at
least wasn't) a 14 day/1 month version.

Well, for me it is an issue of gouging tourists to pay for something
the local population should. At least on a toll road everyone pays the
same amount for each use. If you're forced to have a year long sticker
and use it for less than a day, you were gouged as the local people can
use it for 365 days a year. It's also similar to gouging people
renting cars with expensive surcharges at an airport because local
people don't rent cars there, and it's just a way to get money for the
city without taxing their citizens. The rental car company and
gasoline taxes have already paid any road use fees.
