Yup Jay, corruption on a *grand* scale.

You may recall, and I posted it here, that the EU found the accounts
could not be audited about 2 years ago.

The EU can't audit and has never had a successful audit of it's own
accounts, why should the Palestinians be any different?

It's a simple matter of scale.


Or it's simply the massive level of corruption that is endemic to the Arab
world...
