UK Hotel Prices - per person v per room

Is the UK the only country on the planet that charges hotel rates per
person, as opposed to per room, which seems to be the norm on the Continent.
Makes UK travel bloody expensive in my view, and I'm surprised anybody wants
to come here because of this system.
