When I first came to Italy, I had an "international modem", which I
bought specifically for using here. I set it to Italian standard and
it didn't work. After several phone sessions with my tech support guy
in the US and the modem manufacturer, one day I decided to set it back
to US standard. It worked perfectly. I also know people who have
bought phones in the US and used them here in Italy.

Wouldn't connecting your modem to the network be just as risky?
