Actually evacuating everyone from New Orleans would have cost a
billion dollars.  What if the hurricane didn't flood the city?  Do you
spend another billion dollars each time a hurricane comes near to move
everyone out, and then move everyone back?  A deserted city will also
be looted until there's nothing left, and half of it will be burned
down.  Do you pay for that each time there's a threat?

One reason some people didn't evacuate is that they were tired of
being told to evacuate only to have nothing happen.



In that case they were fools and took a hit for that. If there is a category 5 storm that may hit you you should get out if you are anywhere near the storm surge area. If you wait to be sure that the storm will hit you are likely dead.

It costs a couple of million dollars to turn off a major chemical plant. It also takes 36 hours to shut down. Do you think that the companies waste money with such shut downs? They don't think it a waste.

Given the problems with storm prediction looking for a certainty is looking for death.
