Travel to Canada via Cruise Ship

There is some confusion regarding the travel documents required for cruises
leaving a US port and returning to US port for cruises to Canada. The trip
is on 08/01/09...are passports required for all passengers or is a birth
certificate along with a government issued picture ID required?
