I see a similarity to cell phone usage in a fairly quiet area- disturbing others around you- to people setting up elaborate camera equipment in a busy area. For instance, on the Strip of Las Vegas, it's not unusual to see somebody set up a tripod with a major camera on it in the middle of the sidewalk to take "the ultimate picture of the MGM Lion," or "Uncle Fred and Bobby" in front of the Bellagio Fountains. I see little difference between a photographer disturbing other sightseers or passers by with equipment or a demand to keep clear and somebody using a cell phone at a party,
I am a photographer / artist. The sidewalks are large enough, walk around the tripod. When I am out on a shoot, I get mildly annoyed by folks who insist on getting in the picture. If I wanted such folks in the picture, I'd ask them and get a release.

As for the party comment, most parties have a certain level of merry making. Merry making didn't start in a library or house of worship. As such it is usually fairly loud merry making. Gloryoski! Iit's a cell phone and not a high school marching band playing a Sousa march. In the din caused by merry making, it's doubtful that someone could be heard making / taking a cell phone call. Could it be that you attend some scarcely attended boring parties where the only entertainment might be someone on a cellphone? Just for grins, I'm thinking of holding a cell phone party where everybody calls each other at the same time while I photograph them with my camera and tripod. Maybe the library on the QM2 could be reserved for such a shindig? ;-)
