Don't know about lock maintenance, but you can find info about water
levels on the Danube, Rhein, Main and the Main-Danube canal here:

There's a green line at the top of the charts which is the highest
level at which boats can pass under all the bridges; the green line
is off the top of the displayed part of the chart when the water
level is low. If the water level gets too low, the dots and lines
of the charts are red.
