price should be lower if you go to a TA?
Wasn't brochure prices always higher than the price a TA gives you?

Anyway, its just that when I go to let's say cruiserewards.com, it's
the same exact price as Carnival. I thought there was supposed to be a
difference.

Actually many of the cruises lines have policies against rebating (the
most common forms of discounting) as well as against advertising lower
fares. Lower fares are sometimes available and lower prices and perks
are a part of group pricing whjich is not allowed to be advertised to
the public but can be sold.
I do realise that you are talking about what happens in the USA, but here in the UK it would be illegal for anyone to specify a (minimum) price at which goods or services must be sold.
