Brochure and website prices

Hi All -
In the past, as I recall, wasn't the rule of thumb that if you go to
let's say, Carnival's website, and get a price on a cabin, that the
price should be lower if you go to a TA?
Wasn't brochure prices always higher than the price a TA gives you?
Does this even make any sense?
Anyway, its just that when I go to let's say cruiserewards.com, it's
the same exact price as Carnival. I thought there was supposed to be a
difference.
