In the case you are describing it sounds like the SMTP server just
needed to be reset. The problem was the internet guy.

I don't like web e-mail interfaces but I have used it when I am using
someone elses computer. I am able to my ISP's SMTP server from anywhere
so I use that when I am using my laptop, but from some networks I have
to change from port 25 to port 587.
