I'll grant you that my 'reference" is from 2002, but here is what is says,
followed by where I found it:

activity in town. Everything I read was that this was the pickpocket capital
of Europe. I am sure it went on, but I did not see any thing happen at all
like that. But you do need to be careful at night on streets away from Las
Ramblas and close to the water. "
