The only way to get a Japan Rail Pass after arriving in Japan is to have someone else bring one in from outside the country for you.
Both JR East and JR West offer passes which cover their respective regions, and I think these are obtainable within Japan. If you can give details of your planned itinerary, people here might be able to suggest the best alternatives.
