It's not that.

Nobody except the very poor carry their own luggage in India.

Europeans who appear poor will not be ignored by the sort of places where
Europeans are common.

Turn up at the Taj Palace Hotel or the Kempinski with a rucksack and wearing
shorts and they'll let you in without question, although I imagine they'd
prefer you to wear something a touch more formal in the public rooms...

Turn up at a small hotel unused to Europeans and it'll be 'Sorry sir, we
have no rooms'.
