Huh? So that says, any tso officer can arbitrarily decide that
something not on the usual list, on some day or ocasion, he/she may
deside to ban anyway?

That's precisely what that means. There is no consistency to the rules,
they admit there is no consistency and sorry but it's always YOUR fault
