Are you saying that you are on an H1B and don't make enough money to owe
any income tax? What kind of job is that?
Someone is not telling the whole truth. In order to get an H1B the
company must pay the same wages to the foreigner that an American
would earn and the job must require some level of technical or other
expertise that cannot be found in the US.
So the idea that the wages are so low that they don't meet the minimum
for income tax is suspect.
