you obviously didn't read part 3 of it, which once again,
states:

14 CFR 382.38

(3) For an individual traveling with a service animal, the carrier
shall provide, as the individual requests, either a bulkhead seat or a
seat other than a bulkhead seat.

Were you on my flight? If you were, I hope you enjoyed the
flight. That tram around EWR is a bear!

Anyway, all airlines are required to have a copy of this law
available for public viewing at every terminal or customer service
desk. That is another required provision of this law. But then again,
you'd know that if you read that. Anyway. I've proved my point. If you
don't like it, too bad. I'm done here.
