I knew if the defense made contact while the ball was in the plane and
the back row setter was attempting to retrieve it that it would be a
back row attack or illegal block... With contact by the defense it's
gotta be something, and whichever it is, the back row player is
illegal.
But the calls were sometimes made without any contact by the defense...
the setter was the only player to make contact with the ball.
In that case, referee whistling a back row attack violation but
making the wrong signal may be the most plausible explanation.
It's not unheard of for federation refs to be multisport officials who
just managed to pass the volleyball rules test to keep busy outside of
the season of the sport they actually know/love.

So if the signal and call were correct, let me make sure I understand
what the illegal activity would have been:
A back row setter goes into the plane to try to retrieve and set an
overpass. This is legal if no contact with the ball is made by the
other side while the ball is in the plane.
But, while the ball is in the plane, contact IS made from the other
side, which by definition is an attack. As a result, the setter's
contact, by definition, becomes a block... by a back row player. So
even though the intent was not to block, the smart contact by the other
side forces the contact to be ruled illegal.
Is that correct?
