I knew if the defense made contact while the ball was in the plane and
the back row setter was attempting to retrieve it that it would be a
back row attack or illegal block... With contact by the defense it's
gotta be something, and whichever it is, the back row player is
illegal.

But the calls were sometimes made without any contact by the defense...
the setter was the only player to make contact with the ball.

In that case, referee whistling a back row attack violation but
making the wrong signal may be the most plausible explanation.

It's not unheard of for federation refs to be multisport officials who
just managed to pass the volleyball rules test to keep busy outside of
the season of the sport they actually know/love.
