If you are doing it for profit and don't have permission from the
person who originally made it, then yeah.

Just because someone has posted a picture they've taken on the internet
it doesnt mean they are giving permission for everyone else to take it
and make money off of it. If the photograph is licensed under creative
commons by the individual who took it then that means they are giving
everyone permission to do whatever they want with it.
