Nadal can control himself when it comes to time wasting whereas Federer (or
anyone) can't just win sets at will.  I'm not excusing the loss, but I think
the blame was squarely on Nadal for ruining the end of that match (for me).
I think he was perhaps at the height of his time-wasting gamesmanship during
that match.

Unlike many here, I *don't* think Nadal's delays are deliberate: he
strikes me as mildly OCD, given the highly structured nature of his
between-points activities. If I'm right, then stressful situations
would usually worsen the problem. And I can't think of a more stress-
inducing recent match than that one.

To be clear, I don't think any of this makes a bit of difference:
rules are rules, and Nadal is clearly in violation, and that should be
addressed. But the transgressions are not gamesmanship, if they are
not intentional.

Not intentional in the sense that he is not thinking "I am going to
take more time to mess up the rhythm of the match". But clearly, if he
needs to take all that time and do all the things he does between
every point, he wouldn't be able to play as well if he took less time.
So breaking the rule helps him.

But many other players break the rule
too. I think they could change the rule to 30 seconds or something,
and then start really using the rule.

That would just kick the can down the road. Real problem is a
consistent unwillingness to enforce certain rules.
