Well, there's a transliteration dual that I've seen a lot of on the
terminal "ev"/"off", the first being a closer transliteration and the
second being closer to the pronunciation, the terminal "v" sound
being soft or unvoiced (not silent, just no vocal-cord sound).

The -ev/-ov ending is what one generally gets when somebody's Russian
surname was transliterated directly into English. The -eff/-off ending
is more old-fashioned and, if memory serves, also the way the names are
transliterated into French. (It's also thanks to the French that we get
TCH for CH, and names ending in -INE.)

In the case of Khrushchev, the problem is that the spelling is actually
Хрущёв, but the ё is not normally used in print, instead being printed
as a plain e (and being alphebetized that way, too). Ё is just a
palatalized version of O, but O can't follow certain consonants, such as
Щ.
