I hope the bully will realise the
harm he may have caused, and reform.

And how is he to do this is he is allowed to go on with his life without being held responsible for his actions? That won't happen; instead, he will congratulate himself with the "I got away with it!" attitude.

I hope Susan gains a sense of
proportion. And I hope that the money & lawyer driven litigious society the whole world is turning in to goes back to one in which people start taking responsibility for their own lives.

Fine. Susan needs to be reimbursed for her medical expenses caused by an assault on her son. The bully and his parents need to start taking responsibility for his actions. Why you consistently try to make this Susan's fault, I can't fathom. She is getting medical help for her son. That's taking responsibility. Now, the other parents need to take responsibility by paying for the expenses their son caused. It's that simple.

I have said that the bully needs a good dressing down. i.e. discipline. But going to court is not the way. Going to the police would be better, or going to the parents again, or going to the school.
