It is quite common to use a speedo brief as the equivalent of a jockstrap,
so it would have less to do with modesty than safety.

You don't say whether these bikinis were speedo-type bikinis, ie meant for
swimming, or string bikinis not meant for swimming, but assuming they were
string bikinis not meant for swimming, then wearing a tee shirt over is a
common way to protect the bikini top itself while doing some real
swimming.
They weren't bikinis meant for swimming. The women did not do any "real
swimming." They didn't even have goggles. Think more "keep my hair dry at
all costs" type of swimming.
You seem overly concerned with exposure of anatomical correctness. Is it a
big problem where you are?
I'm "overly concerned" because I am making fun of these people? Get a grip!
