Yeah the base ot the team is Spanish.

Messi, Henry, E'oto, Touré and Sylvinho are all non-Spanairds.
As are Abidal, Alves, and Marquez, who would have played in the final if
available, or at least 2 would. (Sylvinho would not have played, though).
I would guess Barca had more non-Spaniards than Spaniards in their
starting lineup for most of the year.
Whilst that is relevent, all that would have happened is that the
likes of Diabolik would have said that 7 foreign nationals in the
starting line-up is quite acceptable. Don't forget, ManU had 8 foreign
nationals in the starting line up, so it would still be ok to accuse
them of cheating.
Note that when Barca won in 2006, not all that long ago, only 3 starting
players were Spanish (Oleguer, Puyol, valdes) and one sub.
In that year, 8 foreign nationals would have been perfectly
acceptable. Arsenal had 9 in their starting line up so would still
have been accused of cheating.
Are you saying antything over 5 non-nationals is worthy of a ban, but
5 or less is acceptable?
Did Milan have any foereigners when they last won?
A few, but not as much % as English teams.
Only 4 in the starting lineup in 2007, which is excellent (Man United
had 5 foreigners when they won in 2008). However, in 2005 in the final,
Milan had 7 foreigners on the pitch to start, and all three subs were
foreign (still better than their opponents Liverpool, though).
4 foreign nationals would have been the acceptable amount in 2007, but
this would have risen to 6 in 2008, meaning that both ManU and Chelsea
were cheating.
7 would have been the cut off in 2005, meaning that Liverpool would
have been cheating.
It's interesting that the UEFA Cup has quite different acceptable
limits in the corresponding years. For example, whilst 4 foreigners
would have been the limit in 2007 for the Champions League, it would
have been 7 for the UEFA Cup, so as to avoid any possibility of
Seville being labelled as cheats.
In the last final played between Italian teams, 2003, when Serie A could
still have pretensions to being the best league in Europe, and was still
a magnet for big stars, Milan had 5 foreigners in starting lineup, plus
2 subs. Juve had six foreigners (five if you count Camoranesi as
Italian, which I guess is legit as he was capped in 2003), plus one of 3
subs was Foreign. So 13-14 of the 28 players who appeared were not
Italian. That is fairly substantial, though still not as high as for
the top (and even mid-table) English clubs.
2003 would probably not have had any restriction on the number of
foreign players allowed.
