back -- I'm not suggesting the swap would be a permanent decision.
may only have 6-7 members. It probably wouldn't be any easier than CONCACAF
for the teams that switched to switch back (The teams that stayed are likely
to beat the teams that switch), but you turn CONMEBOL into a 10 round system
where only the bottom team gets eliminated.
