WC Ticket Swaps?

I found a thread referring to the plan by FIFA to open a "swapsies"
website. Anyone heard anything about this?

I've been lucky enough to get two tickets so far - NL-Ivory Coast in
the first ballot and ES-Tunisia as a "conditional". Of course, I'll be
happy just to be there but would like to swap one of them for one of
England's games if I could.

Any news?
