This sentence indicates your problem - there's another two alternatives and you still haven't made up your mind.

In conclusion - who actually gives a toss. My main comment here was that each nation's choice between the two systems seemed to be based on the one that made them look best.

Australian commentators have always (IIRC) used G-S-B as the ranking.

As for arbitrary - most of the country boundaries are accidents of history, a fair proportion of the medal winners aren't representing the country of their birth, and the whole thing is an enormous wank.
