Which country is the better achiever?
C1: 1-0-0
C2: 0-3-0
C3: 0-0-9
A pistol is put to your head and you must choose your new passport for
life: C1, C2, or C3. In this particular situation, which do you choose?
The one with the hot chicks!!!
Perhaps my first suggested 4-2-1 isn't the best. Perhaps 9-3-1 is a better
weighting, reflecting the importance of the gold, while still acknowledging
that silvers and bronzes are great achievements, too?
This sentence indicates your problem - there's another two alternatives and you still haven't made up your mind.
In conclusion - who actually gives a toss. My main comment here was that each nation's choice between the two systems seemed to be based on the one that made them look best.
Australian commentators have always (IIRC) used G-S-B as the ranking.
As for arbitrary - most of the country boundaries are accidents of history, a fair proportion of the medal winners aren't representing the country of their birth, and the whole thing is an enormous wank.

That doesn't change the fact you're wrong about whatever you are trying to say - not that I know or care what it is.
