Each country STILL presents their best athletes.

A country can present 1000 athletes, but it doesn't mean they will win.
They still need the "Ability" to win.

Of course, but you can't sum up the medals not counting the
possibilities.
Until you compare USA and Holland, you can check what they won as they
were lining up 4 athletes each. Fine.
But if you take USA and western Europe, you can't compare the results
achieved by 4 athletes against 28, evidently the chances of winning
are not the same.

It would be wrong, on the other hand, also considering the averages,
because of course USA can choose the best 4 atheltes, while western
europe lines up the best 4 for each country and, evidently, Holland
B,C or D team would still be better than Austria A team in skating.
So, the two results can't simply be compared.

PS: what's more, it's quite convenient defining western Europe as made
of the 7 counries you listed. What happened to UK, Spain, Portugal,
Belgium and Iceland, that for sure would lower the average.
