That's correct. If you add their two Olympic wins, Uruguay were world
champions 4 times. Now there's a per-capita best soccer playing
nation of all time. That's still true even if you don't count their
Olympic titles. To match Uruguay's 2 WC titles, Brazil would have to
win the WC another 45 or 50 times to catch up. That would take a
minimum of 200 years.
This again demonstrates the difficulty with the per-capita argument.
