Recent changes in the laws of the game have all but destroyed it as a
spectacle. My suggestions are as follows :

(i) a player may "mark" a ball anywhere on the pitch ,

(ii) following a "mark" the catcher may kick directly to touch and his team
will have the benefit of throwing in to the resulting lineout ( pretty much
the same way as penalties operate today )

This will rid the game of aimless kicking as a punt up field will almost
certainly result in loss of both territory and possession

Other little gems will emerge from my considerable mind as soon as the
concept outlined above is understood and debated.

I believe this was how it worked 60 odd years ago. H.O. de Villiers
was rumoured to be extremely punishing doing that. I doubt the NH
unions will adopt any additional EELVS, after we'd only just managed
to get the 1.0 version down their throats.

So finally someone admits its the SH ramming the ELVs down our throat. There was already a big gap between NH and SH - do you really think it's good for the world game that you should be trying to make that gap even bigger, or do you think a competitive international arena is what we all want?
