You have to have the ball to do that. You also need to be able to hang on to
it through the phases and make yards. Then you need a player capable of
executing a drop goal under immense pressure. Very basic skills but tricky
to stitch together.
England's world cup success year was very much part of their downward
trend - as posted elsewhere. Their best years were 2001 and 2002 when they
scored frequently from first phase (well without the need for 10 phases
anyway).
It all seems a distant memory now.

its not tricky to do basic skills one after the other, I used to do it
for fun, nowadays they even get paid !
