Yes, definitely a part of the fault lies with google groups quoting
format. But it only seems to be certain clients (OE being the most
obvious one) that have troubles re-quoting. Since some people are
forced to use google groups, a possible solution is for OE users to
move to a different client. The immediate reaction to this by most
people will be "Why should I change clients!!?".

You don't have to, really, OE is perfectly fine for everyday use. But
it's an option to consider if the quoting problem annoys you. Besides,
it so simple to try a new client and uninstall it if you don't like
it. Takes literally 2 minutes depending on your download speed:

Run the installer, import settings from OE or simply add a news server
account, and there you go, ready to try out in parallel. Uninstall if
not to your satisfaction.
